Houston, TX — March 3, 2024, a toddler was killed and Horacio Medina Ramirez was hurt after a hit-and-run accident at 8:05 p.m. along the North Freeway.

Police officials say the incident began in the area of West Gulf Bank and Sweetwater Lane and ended at the North Freeway service road and West Road.

Details suggest that a 3-year-old and her parents, Horacio Medina Ramirez and Karina Vazquez Martinez, were in a Toyota rideshare when the vehicle was apparently rear-ended by a Ford. The Ford reportedly left the scene, and the rideshare driver followed. This continued for some time until the vehicles somehow collided at North Freeway and West.

Following the incident, the child and Horacio Medina Ramirez were injured. The child apparently had serious injuries, and the injuries proved fatal on March 11. Ramirez’s condition wasn’t confirmed, and it’s unclear if Karina Martinez was injured.

Right now, statements from police say the Ford driver tried to flee the second collision, but witnesses intervened. It’s also said the driver showed signs of intoxication, but intoxication has not been publicly confirmed at the time of writing. If they do confirm it, authorities may still have a lot of work ahead of them.

Some of the details I’m seeing remind me of a case our firm had not long ago. Two parents and their young child were in their vehicle when a drunk driver slammed into their car head-on. Investigations into where the driver got their alcohol revealed a local bar that recklessly and illegally over-served the man, and that meant they, too, were on the hook for contributing to a serious drunk driving wreck.

Unfortunately, the bar in that example wasn’t found by the authorities being thorough in their investigations after the crash. They only faced consequences after we conducted independent investigations and dragged them and their wrongs out into the light. I’ve seen authorities in Harris County be far more diligent than other jurisdictions in Texas, so maybe they’re already taking steps here to ensure all parties responsible for a child losing their life are held accountable. Otherwise, my concern is a family already going through indescribable hardship may be left with unanswered questions.
