Harris County, TX — August 24, 2024, Rumaldo Rocha, Rolando Rocha, and one other were injured after a car accident at around 10:40 p.m. along F.M. 1960.
According to initial statements from officials, the accident happened in the area of F.M. 1960 and Moonshine Hill Road.

Investigators said that 39-year-old Rumaldo Rocha and 40-year-old Rolando Rocha were in a Ford F-250 going westbound on F.M. 1960. At Moonshine Hill, it appears a Chrysler failed to yield going onto westbound lanes, and the two vehicles collided. As a result, Rumaldo Rocha and the Chrysler driver were both seriously injured. Rolando Rocha had reportedly moderate injuries.
According to officials, the Chrysler driver had allegedly been drinking and was reportedly over four times the legal limit for drunk driving. No further information can be confirmed right now.
Commentary by Attorney Michael Grossman
If these allegations are true, there could be a whole lot more to this than just a drunk driver. I’ve handled hundreds of cases involving drunk drivers, and the reality is someone who gets to four times the legal limit usually had help getting there. Investigations could show that a negligent alcohol provider unlawfully over-served that driver beyond the point it was clear their intoxication was a danger to the public. That’s not the sort behavior anyone should be willing to let slide.
Unfortunately, that’s something authorities tend to overlook. They may be quick to act when it comes to seeing a drunk driver held accountable, but alcohol providers often slip through the cracks unless victims and families happen to seek out legal avenues independent of the authorities. Simply put, if an alcohol provider is willing to serve someone to the point they’re four times the legal limit, they’re likely to keep breaking all kinds of rules. They shouldn’t be allowed to just continue putting the community at risk without facing any kind of consequences. That’s why I have to wonder if authorities have been more thorough than these preliminary statements suggest.
