Harlingen, TX — November 29, 2024, Richard Andrew Parmer was killed in a pedestrian versus hit-and-run car accident at about 3:00 a.m. along the North Expressway 77 frontage road.
According to authorities, 19-year-old Richard Andrew Parmer was on foot on or near the North Expressway 77 frontage road in the vicinity south of Primera Road when the accident took place.
The cause of the accident remains unclear. Officials indicate that, for as yet unknown reasons, Parmer was struck by a motor vehicle of unknown make or model. The vehicle allegedly fled the scene, the person(s) inside failing to stop and render aid of any sort to the victim. Parmer suffered fatal injuries as a result of the collision, according to reports, and was declared deceased at the scene.
