With pedestrian accidents, my main concern is how thorough investigations were. Frankly, a lot of people will just blame pedestrians unless they were in a crosswalk. The law is more nuanced than that. It’s important to know what happened, why it happened, and how avoidable it was. Things like road conditions, visibility, alcohol, road design, lighting and signage, and even medical conditions are important to consider. If authorities didn’t do that here, how certain can they really be they’re getting the whole story?
