It isn’t clear right now if authorities believe the alleged intoxicated driver was drunk or under the influence of drugs. Just after midnight, it’s quite common for this sort of thing to occur while someone is on their way home from a bar. But without further evidence, it won’t be clear whether or not authorities are taking steps to address any factors beyond a individual allegedly intoxicated driver.
UPDATE (November 3, 2023): The female victim who was killed as a result of this accident has been identified as Marlene Forrest, of Webster, Texas.
Houston, TX — November 2, 2023, a woman was killed and one person was injured in a car accident at about 1 a.m. along the Gulf Freeway.
According to reports, a woman was stopped in a vehicle at a red light at the intersection of Gulf Freeway and College Avenue when the accident occurred.

For unknown reasons, a vehicle with a male occupant traveling northbound on Gulf Freeway collided with the rear of her vehicle. The female victim was pronounced dead at the scene of the accident. The male from the second vehicle also sustained injuries and was transported to a local hospital by emergency medical services for treatment.
The cause of this accident has not been confirmed. The weather and road conditions in the area at the time of the accident have not been reported on. The accident is still under an active investigation by authorities. There are no additional details available at this point in time.
