Houston, TX — July 10, 2024, Julian Diggs was injured as the result of an alleged drunk driver accident at around 7:30 p.m. along Tidwell Road.
Authorities said in preliminary details that the accident happened in the area of the Tidwell Road and North Wayside Drive intersection.

According to officials, 65-year-old Julian Hoyle Diggs was on a motorcycle going eastbound on Tidwell. While doing so, authorities say a Ford Explorer driving recklessly crashed into Diggs from behind, seriously injuring Diggs. That driver then reportedly left the scene, but it appears investigators identified a suspect. Harris County officials say the driver is facing charges for failure to stop and render aid as well as intoxication assault.

With those charges, folks may think that’s all there is to this story. Whenever alcohol is involved, however, things are often more challenging. This is because alcohol providers can also be responsible for their role in accidents like this. It’s illegal in Texas to over-serve someone who’s obviously intoxicated. Doing so can expose the alcohol provider to potential criminal investigations, fines, license suspensions, and liability for a resulting accident.
Unfortunately, few departments are actually motivated to consider complicit alcohol providers on their own. In my experience, Harris County is often better about confronting negligent alcohol providers, but they, too, let things slip through the cracks. I can’t count how many times across hundreds of cases against negligent alcohol providers I’ve handled where police were nowhere to be found. That’s why I can’t help wondering if authorities here began and ended their investigations at the alleged drunk driver. If so, they may be letting someone off the hook for actions that warrant consequences.
