According to officials, a 61-year-old Houston woman was walking and pushing a cart along the westbound lanes of the highway. As she walked, police say that a Toyota Rav4 hit the woman, then left the scene. Details suggest that the driver was later identified and allegedly had been drinking. The Houston woman succumbed to her injuries.

It’s not entirely clear how authorities determined alcohol was a factor here, and it’s also not clear how much time passed between that driver allegedly failing to stop and render aid and being located by police. Why exactly does this matter?

Generally speaking, drunk driving is a common factor in hit-and-runs. Some drivers are trying to just get away, but some are trying to sober up before they make contact with the police. Is that what happened here? Have authorities received test results back? Did they determine if the driver had been drinking at a local establishment that may have video surveillance or receipts that could shed light on all of this?
