I find that people often assume accidents like this are going to be simple for investigators just because there are only two vehicles involved, and these crashes are common. The challenge, though, is that investigators need to be able to rule out less common, more complex possible factors. Authorities aren’t always able or motivated to do this.
For example, alcohol can make things a lot more challenging than a typical car accident. Drivers can be unlawfully over-served, which could make the alcohol provider responsible for contributing to the crash. Having handled hundreds of accidents involving alcohol, it can take much more thorough independent investigations before all the facts are addressed properly. So if an accident is treated as just some run-of-the-mill fender bender, something is bound to slip through the cracks. Whether or not anything complex happened here, are investigations being taken seriously?
