Houston, TX — May 17, 2025, Abdulnour Al Rifai was injured as the result of an alleged intoxicated driver accident at 3:24 a.m. on I-45.
According to initial details about the accident, it happened in the area of Woodridge Drive north of the Loop 610 interchange.

Investigators say that 22-year-old Abdulnour Al Rifai was on foot at the time along southbound lanes of the interstate. While there, authorities say that a Jeep Compass driver caused an accident in which Al Rifai was struck. Due to this, authorities say that Abdulnour Al Rifai had serious injuries.
No other injuries were confirmed. Authorities recommended the Jeep driver be charged for intoxication assault.

Did authorities here confirm whether alcohol or drugs contributed to this accident? Believe it or not, that can make a huge difference for victims affected by intoxicated driving. This is because alcohol providers often contribute to accidents like this by negligently over-serving the intoxicated drivers. According to Texas law, if a bar or similar establishment serves someone who’s obviously intoxicated, they can be responsible if that intoxication leads to people getting hurt.
This is why it can be a problem if authorities merely charge an alleged intoxicated driver and move on without confirming definitely whether alcohol or drugs were the primary intoxicant. Not only is it important to have all the facts, but if there was an accomplice to all of this, they, too, need to answer for their actions. It remains to be see if that happened here.
