Generally speaking, a significant factor in accidents like this is going to be visibility. If accident reconstructionists find that the stopped vehicles were avoidable, it would raise questions as to why the other drivers who hit the vehicles failed to avoid them. Otherwise, if it’s found a reasonable driver wouldn’t have avoided the collision, it’s possible this was all just an unavoidable accident. Knowing for certain is going to take a lot more evidence than is currently available in the public reports.
