UPDATE (November 25, 2024): Authorities have charged 23-year old Omar Alvarado with two counts of intoxication manslaughter in connection to the traffic accident that killed Katherine Hutson and her 7-year-old daughter.

Houston, TX — November 22, 2024, a woman and a girl were killed in an early-morning traffic accident on the West Loop in Houston.
According to authorities, the incident happened around 3:10 a.m. on the shoulder of the West Loop (Interstate 610) near Washington Avenue. Preliminary investigation suggests the victim and her young daughter were in a sedan on the shoulder of the interstate when a Mazda vehicle crashed into them for unknown reasons. A bucket truck was also somehow hit and caught fire.

Both occupants of the sedan were pronounced dead at the scene. A road worker and a passenger from the Mazda suffered unspecified injuries but are expected to recover.

Intoxication manslaughter charges are very serious allegations, but it’s not for me to speculate about whether a jury will say during the suspect’s eventual day in court. Suffice to say, if the jury finds him guilty he may face some serious—and deserved—consequences. However, people may not realize that there’s often more to the accidents than meets the eye. Specifically, if police think alcohol was a factor here then they should find out where it came from. Why? Because a local business may need to answer for its own part in the accident that claimed two lives.
Texas dram shop law says that an alcohol provider who over-serves an obviously intoxicated person may be liable for damages resulting from that intoxication. Any business that breaks the rules just to line its pockets presents a clear danger to their community, and even to its own customers. That’s why using dram shop to hold them accountable and to get victims and families the help they deserve can be a crucial step forward.
To be clear, not every DWI accident starts with a bar playing fast and loose with service. Considering a woman and child lost their lives, though, I firmly believe the possibility deserves careful attention. Their loved ones deserve to know the whole story, and everyone responsible for their loss deserves accountability. I hope Houston investigators will invest the time and resources to see that happen.
