Houston, TX — March 8, 2025, Florencio Ramirez was killed in an alleged drunk driver accident at about 5:15 a.m. on the Hardy Toll Road.

Authorities said a car was driving the wrong way in the southbound lanes of the toll road when it crashed into another vehicle west of George Bush Intercontinental Airport.

The driver of that vehicle, Florencio Ramirez, died after being taken to a local hospital, according to authorities.

The alleged wrong-way driver was hospitalized with minor injuries, authorities said. A blood test showed she was intoxicated at the time of the crash.

The woman has been charged with intoxication manslaughter in the death of Florencio Ramirez, according to authorities.

Authorities have not released any additional information about the crash at this time.

When a driver is caught going the wrong way on a highway at 5 a.m. and is later found to be intoxicated, it raises an important question: Where did she get her alcohol?

Too often, investigations into drunk driving crashes stop at identifying the driver’s impairment. But under Texas law, the responsibility doesn’t always end there. Bars and restaurants have a legal duty not to serve alcohol to patrons who are obviously intoxicated. When they ignore that duty, they don’t just put that person at risk: they put everyone else on the road in danger.

Dram shop laws exist to hold alcohol providers accountable when they overserve customers past the point of intoxication. While we don’t yet know where this driver had been drinking, that’s a critical part of the full picture. A thorough investigation should determine whether an alcohol provider broke the law by continuing to serve someone who was already impaired.

Finding those answers isn’t just about accountability for this crash: it’s also about preventing the next one. If an establishment played a role in this situation, ensuring they face consequences could keep them from putting others in harm’s way in the future.
