Put simply, Texas has a ‘One Bite Rule.’ Animals can behave unpredictably, so a dog owner isn’t responsible if a dog suddenly for the first time bites someone. After that, though, the possibility is known. Owners need to take measures to ensure their dog doesn’t have another chance to harm someone. If the dog ends up injuring someone again, the owners may be responsible for that. That’s why accidents like this need thorough investigations to find out if the dogs have a history of attacking people.
