Paris, TX — April 17, 2025, Billy Rose was killed as the result of a work accident which reportedly occurred off 19th Street SW.

OSHA put out a preliminary incident investigation summary. It shows that the accident happened at the address for Turner Industries Piping, just north of Loop 286.

Right now, a cause for the accident remains unconfirmed. 69-year-old Billy Rose reportedly died while on the job. Other details are unavailable, though OSHA listed numerous alleged “serious” violations.

The case appears to still be ongoing at this time.

People often hear about OSHA finding violations after a fatal work accident and thing that makes everything open-and-shut. In reality, that’s often just one part of the larger story. OSHA investigations are important, but they rarely address the needs of a worker’s family. Here’s why.

Texas has the most complex work fatality law of any other state in the country. There isn’t always a guaranteed path for getting a worker’s loved ones benefits following an accident. As such, it’s sometimes up to them to have the right evidence, legal tools, and strategy to navigate that legal maze and ensure they get a proper outcome. If authorities just does their work and move on, that can leave families waiting for answers that aren’t coming.

That’s why I only consider these public OSHA reports a small glimpse of a much larger picture. Regardless of whether or not there were violations relating to the accident, getting a family the resolution they deserve is usually a completely separate matter. That means it’s helpful for families to have professionals prioritizing their needs so they can get the best outcome possible under Texas law.
