Accident Report

April 10, 2026, Ryan Carlos Vargas was killed and one was injured following an electrical accident at 1:43 p.m. on East Berry Street.

Authorities said in preliminary statements that the accident happened off the corner of East Berry Street and East Loop 820.

Investigators said that 21-year-old Ryan Carlos Vargas and another man were in a bucket lift doing electrical work at the time. Due to factors unclear right now, both workers reportedly were shocked. Ryan Vargas sustained fatal injuries due to the accident. The other worker was taken from the scene in reportedly critical condition.

The exact cause of the accident remains under investigation at this time.

How Did This Accident Occur?

The specific reasons why workers doing electrical work might be shocked can be rather complex, but the root cause is often similar to other types of work accidents. In my experience, work accidents generally come down to a lack of safety equipment, failure to follow safety rules, or unexpected conditions on a job site the worker might not have even known about.

For example, it could be that this crew was being forced to work without properly insulated equipment. Or, inexperienced workers may have been left to do a job without proper supervision. It could be that they working on lines which were supposed to be powered off, but whoever was supposed to power the lines off failed to do so. These are all examples of possibilities worth closer attention.

What can be challenging, though, is when those answers don’t come right away. People often just assume OSHA handles everything right away, but their efforts can take months or even longer than a year. Even when they do their jobs, that might not do anything to answer all of a family’s questions, leaving them to seek out independent investigators to fill in the blanks.

So, regardless of what happened here, my hope is steps are being taken early to focus on the needs of the families involved in the accident. Not only does Texas have the most complex work accident laws in the whole country, but they’re likely to have better outcomes if there are investigators focusing specifically on digging into all possible factors, rather than only looking for possible rule violations. The sooner that happens, the better.
