How Did This Accident Occur?

There are a lot more questions than answers here, so I can’t draw any more concrete of a conclusion than anyone else reading these details. In my experience, though, pedestrian accidents usually come down to either the pedestrian crossing when or where they shouldn’t, or a driver looking at their phone and not seeing an otherwise avoidable person in the road. It’s possible this incident involves unusual extenuating factors, but those are the most likely scenarios.

That’s why it’s important to be thorough when looking into any accident. It’s rarely as simple as just looking at who had the right-of-way (though that is important). It’s important a reconstruction can show exactly where the pedestrian was, how visible they were, and whether or not a reasonably prudent driver could have avoided them. If authorities have done that here, that’s good. However, it wouldn’t be unusual if getting those details require more thorough independent investigators.
