Pedestrian accidents aren’t always as simple as people tend to assume. They’re not always just a matter of finding out who had the right-of-way. Like any serious accident, it’s important to take into account things like speeds, road conditions, lighting and signage, possible intoxication, medical conditions, video footage, etc. Unfortunately, these accidents are sometimes treated as low priority, so that all might require more thorough independent investigations. Maybe authorities here were more thorough behind the scenes than these sparse preliminary details suggest.
