Harris County, TX — July 8, 2025, Norberto Leal was killed as the result of a work accident that occurred off of Cypresswood Drive.

Authorities with the Occupational Safety and Health Administration released a preliminary statement on the accident. It reportedly happened along Castletown Park Court, just east of Stuebner Airline Road.

Right now, specifics surrounding the accident are unavailable. OSHA did not report if any fines or citations were issued. The investigation status is listed as “Open” at this time.

The facts of this accident aren’t clear right now, but one thing always remains true when it comes to fatal work accidents in Texas. That fact is Texas has the most complex work fatality laws of any other state in the country.

Despite what many believe, there is not always a guaranteed path to get benefits for a worker’s family. Sometimes, it’s entirely up to the employer’s discretion how to provide those benefits. That means families may need to take steps to ensure someone is working in their best interests and ensuring their needs are met.

That’s on top of the fact that they deserve answers about what led to the accident. Sometimes, OSHA is about as transparent with families as they are with the public—we see how transparent that can be here.

So, it’s important families have the ability to navigate this legal maze and work toward a proper resolution. If all they have to work with is a more or less blank OSHA report, that’s not likely to happen.
