Harris County, TX — September 19, 2024, Moncef Bennis was injured following a hit-and-run accident at around 10:27 p.m. on Westheimer Parkway.
Authorities said in initial statements that the accident happened in the area of Westheimer Parkway and South Fry Road near Cinco Ranch.

Investigators reported that 51-year-old Moncef Bennis was on foot at the time and attempting to cross Westheimer. While doing so, a westbound Jeep Gladiator struck Bennis, causing serious injuries. After the collision, authorities allege the driver left the scene, but details suggest that person was identified and is facing a charge for failure to stop and render aid. If these statements are true, then it’s encouraging that a would-be runaway driver will answer for their actions. However, it’s important to note that authorities are looking into the possibility of alcohol. That’s a common factor in hit-and-runs, so it could be they’re just being thorough. But if there were signs this driver was intoxicated, then hopefully authorities also look into where the driver got their alcohol from.
Frankly, that’s something that too often slips through the cracks. Alcohol provider can also be responsible for contributing to serious accidents. If a bar or some other establishment unlawfully over-serves someone, they can face criminal investigations, fines, suspended licenses, and liability for the resulting injuries. But if authorities feel they can just move on once there’s a driver facing charges, those alcohol providers may be wrongfully let off the hook. That’s why it’s important to make sure investigators aren’t letting anything important slip through the cracks.
