Hopefully authorities can release more information about the vehicle that left this scene. Getting as much information in the public eye is possible is usually the best way to find a runaway driver. Authorities would even be wise to look at nearby residences or businesses to see if any have security cameras which may have captured the vehicle on video. Once the driver is identified, steps can be taken both to hold them accountable for the accident and to find out why they fled in the first place.
