If these dogs came from a nearby owner, people will no doubt want to know if the owner is responsible. That generally depends on whether or not this was a foreseeable incident.

To put it simply, Texas has a “One Bite Rule,” that basically says animal owners aren’t responsible for the first incident where a dog bites someone. After all, animals can be unpredictable, and a dog with a lifetime of good behavior can suddenly lash out for seemingly no reason.

After that, though, the risk has been established. So, if owners don’t take precautions to keep a dog known to bite people from biting someone else, they may be responsible for that. So if these dogs had an owner, it’s important to determine if there was any kind of history of violence.
