Officials indicate that, for reasons yet to be confirmed, 67-year-old Dennis Welch was struck by a motor vehicle as he was riding his bicycle; the collision caused him to incur fatal injuries. Preliminary reports state that three different people have been arrested and are facing various charges in connection with this accident. This includes a 14-year-old driver who allegedly had been drinking as well as at least one adult facing charges for Contributing Alcohol to a Minor.

If these allegations are true, then it’s no surprise authorities are taking this situation seriously. I can’t help wondering what the circumstances were that led to someone so young getting their hands on alcohol. Were these just irresponsible family members or acquaintances that contributed to all of this? Or, could this be something where a local establishment was providing alcohol to minors? It sadly wouldn’t be the first time an alcohol provider did something so egregious, and it likely wouldn’t be the last. Either way, Texas law provides multiple avenues to hold people accountable both for the laws they broke as well as the harm that their actions resulted in. I can’t imagine a situation more worth considering those options than this one.
