Authorities weren’t able to say in preliminary reports who had the right-of-way here. People might just assume they would be able to sort that out behind the scenes. However, I’ve had cases where authorities simply moved on without ever making that determination. The fact is authorities sometimes put accident reconstruction low on their list of priorities, and officers may be moved to work on other jobs before they’ve really dug into all the facts. Did that happen here, or were authorities able to come to an evidence-based conclusion?
