A proper investigation generally will also consider lighting, signage, distraction, alcohol, road design, medical conditions, vehicle speed, and all kinds of other possible contributing factors. If nothing else, this can help rule out unusual circumstances and help ensure the victim’s loved ones are assured they’re getting the whole story. At the end of they day, jumping to conclusions doesn’t help anything.
