The simple fact this incident involves a commercial truck is likely to make things a lot more challenging than people may realize. There may be more to the investigations than just looking at speeds and right-of-way. Investigators need to be able to analyze vehicle conditions, lighting and signage, hours behind the wheel, maintenance records, drugs and alcohol, video footage from the vehicles or nearby cameras, etc. That can take significant time and equipment that authorities don’t always provide to their officers, and that’s when important details slip through the cracks.
