Restaurante Huetamo Michoacan is located in Houston, Texas. In recent years, it has attracted the attention of the TABC due to allegations of liquor law violations. Between 2017 and 2018 alone, authorities conducted two separate investigations into the restaurant's alcohol service practices.
In my experience, it is uncommon for a bar without a history of run-ins with the TABC to end up on the hook for contributing to a wrongful death or injury. TABC Investigations of Restaurante Huetamo Michoacan Between 2017 and 2018

Allegations:
A concerned citizen filed a complaint with the TABC on 08/11/2017, alleging that the restaurant employed a person under the age of 18 to handle alcohol, sold alcohol during prohibited hours, and allowed staff to sell drugs on the premises.
Authorities looked into the matter shortly thereafter. For most liquor law violations, the TABC requires either video footage of the incident or eyewitness testimony from one of its agents in order to take action. Having neither in this investigation, authorities decided to close the case on 12/04/2017.
On 09/17/2018, a member of the Houston community reached out to the TABC, accusing the restaurant of selling alcohol to an intoxicated person and during prohibited hours.
While the ensuing investigation failed to find sufficient evidence to support the initial allegations, it did manage to determine that the bar allowed customers to consume alcohol during prohibited hours, which authorities classified as an administrative violation. After handing down an unspecified penalty, the TABC closed the case on 11/17/2018.
