Something to keep in mind is that preliminary statements like these rarely tell the whole story. Authorities aren’t always motivated to look into crashes like this very deeply, so they could miss important details, especially if other factors take up all their attention.

For example, there was this crash a while back where a woman rear-ended a truck while on her phone. That’s all authorities really cared to look into. More thorough investigations, though, showed that the woman’s injuries were unusually severe given the relatively minor nature of the collision. As it turned out, she had a defective airbag, meaning the thing that caused her injuries wasn’t actually the same thing that caused the crash.

I’m not saying that happened here, of course. It’s not even common. My point is that when all the evidence is clear, it can tell a much more complex story than what initial details may tell. That’s why serious accidents need serious investigations, and I have yet to see information that makes me confident those steps are being taken here.
