Certain details here are interesting, as Texas has what’s called a One Bite rule. Basically, owners of dogs who bite people aren’t responsible for the incident if it’s the first time that it happened. After all, animals sometimes just lash out, and it’s not always something that can be avoided or predicted. However, once there’s knowledge of that potentially harmful behavior, owners can be responsible for future incidents. With all the citations reported here, it might be worth examining how this was allowed to happen and what steps can be taken to make sure the animals’ owner makes the necessary adjustments to prevent future incidents.
