Houston, TX — March 31, 2025, Catarino Velasquez was killed as the result of a work accident which occurred on Whitinham Drive.
Investigators with the Occupational Safety and Health Administration say the incident happened at a residence near the intersection of Spears Road and Walters Road.
Right now, the cause of the accident that killed 37-year-old Catarino Velasquez is unconfirmed. The incident happened on a roofing job, according to reports. It appears OSHA found two alleged violations and recommended a penalty against the employer.

A lot of people think that OSHA and workers’ comp handle everything after a fatal work accident. The reality is Texas has the most complex work fatality laws in the whole country. There isn’t always an automatic process for getting a worker’s family the resolution they deserve. Sometimes, they’re left to the whims of the employer, who in my experience prioritize avoiding responsibility over the needs of a family.
That’s why families are generally better off when there are independent investigators looking into the accident. OSHA might issue fines or citations, but getting the facts families need to navigate Texas work fatality law can take far more thorough efforts than OSHA investigations alone.
